Hintergrund
Der Klimawandel sowie die gesellschaftliche und wirtschaftliche Entwicklung werden in Zukunft das Wasserangebot und den Wasserverbrauch deutlich verändern und so zu Interessenkonflikten führen. Davon besonders betroffen sind die trockenen Tal-Regionen der Alpen, da angenommen werden muss, dass hier das Wasser noch knapper wird. Die Wasserverteilung geschieht heute meist auf der Ebene der Gemeinden und folgt historisch gewachsenen Regeln und Strukturen. Bisher war das Wassermanagement hauptsächlich nach dem Bedarf und nicht nach dem Angebot ausgerichtet.

Ziel
Am Beispiel der Untersuchungsregion Crans-Montana-Sierre im Wallis werden in Zusammenarbeit mit den lokalen Verantwortlichen und interessierten Personen Lösungsvorschläge für eine optimale und gleichzeitig ausgewogene Bewirtschaftung und Verteilung der Wasserressourcen erarbeitet. Teilziele sind:
- Erfassen des heute und in Zukunft verfügbaren Wassers im Gebiet von Crans- Montana-Sierre. Untersucht wird dabei auch der Plaine Morte Gletscher und die heute benützten Wasserableitungen.
- Bestimmen des Wasserverbrauchs durch die verschiedenen Nutzer und abschätzen des zukünftigen Wasserverbrauchs unter Berücksichtigung der wirtschaftlichen und gesellschaftlichen Veränderungen. Damit können mögliche Konfliktfelder identifiziert werden.
- Untersuchen der heute bestehenden rechtlichen und praktischen Organisation des Wassermanagements. Erarbeiten von Vorschlägen für die verbesserte Organisation der Wasserverteilung, für angepasste Bewässerungstechniken und zur Bewältigung der zukünftigen Herausforderungen. Dabei werden die Auswirkungen von solchen Lösungsmöglichkeiten auf die unterschiedlichen Wassernutzungen untersucht.

Bedeutung
Die Zusammenarbeit verschiedener Fachpersonen von unterschiedlichen Universitäten verbessert das Prozessverständnis im Untersuchungsgebiet und entwickelt neues Wissen auf dem Gebiet des Wassermanagements. Indem Vertreter von lokalen und regionalen Behörden und Interessengruppen im Projekt mitwirken, sollten praktikable, akzeptierbare und auch in anderen Regionen umsetzbare Lösungsvorschläge entstehen.

Contexte
A l’avenir, le changement climatique et les développements socio-économiques vont clairement modifier l’offre et la consommation d’eau. Il en résultera des conflits d’intérêt. Les régions arides des Alpes sont particulièrement concernées, car il faut partir du principe que la pénurie d’eau sera encore plus aigüe dans ces régions. Aujourd’hui, la distribution de l’eau a le plus souvent lieu au niveau des communes et suit des règles et structures d’origine historique. Jusqu’ici, la gestion de l’eau était avant tout axée sur les besoins, et non pas sur l’offre.

La région de Crans-Montana-Sierre, en Valais, servira d’exemple. En collaboration avec les responsables locaux et les personnes intéressées, les chercheurs élaboreront des propositions pour une gestion et une distribution de l’eau optimales et équilibrées.
Les objectifs partiels sont:
- le recensement de l’eau à disposition aujourd’hui et à l’avenir dans la région de Crans-Montana-Sierre; le Glacier de la Plaine Morte et les systèmes de dérivation de l’eau en usage aujourd’hui seront également examinés.
- la détermination de la consommation d’eau par les divers usagers et l’estimation de la consommation future, en tenant compte des changements socio-économiques; ceci permet d’identifier d’éventuelles sources de conflit.
- l’examen de l’organisation juridique et pratique de la gestion de l’eau en place aujourd’hui; l’élaboration de propositions permettant d’organiser au mieux la distribution de l’eau et d’ajuster les techniques d’irrigation, et l’élaboration de propositions pour surmonter les défis à venir; les répercussions de telles solutions sur les diverses utilisations de l’eau seront examinées.

Portée
La collaboration entre divers spécialistes travaillant dans différentes universités améliore la compréhension des processus dans la région étudiée, et permet de développer un nouveau savoir dans le domaine de la gestion de l’eau. Des représentants des autorités locales et régionales ainsi que des groupes d’intérêt seront intégrés dans le projet. Ceci permet de mettre au point des solutions praticables, acceptables et pouvant aussi être appliquées dans d’autres régions.

Water management in times of scarcity and climate change In future, water is likely to become scarcer. How can it be optimally used in dry but intensively utilized regions of the Alps?

Background
Climate change as well as societal and economic development will in future significantly modify the offer and consumption of water, and consequently fuel conflicts of interest. Dry valleys in the Alps will be particularly affected, as one has to assume that in these regions water will become even scarcer. At present, the distribution of water is generally organized at the communal level and follows historical norms and regulations. Up to now, water management was mainly guided through the demand and not the offer.

Objectives and methods
In close collaboration with local authorities and stakeholders involved in the water sector of the study area, the Crans-Montana-Sierre region in the Valais, the project aims at developing solutions required for a more sustainable and balanced management and distribution of water. Specific goals are:
- Evaluation of present and future availability of water in the Crans-Montana-Sierre region. The Plaine Morte Glacier and the water diversion systems used today will also be examined.
- Evaluation of water use by different user groups. Assessment of future water use, taking into consideration societal and economic changes. In this way, possible areas of conflict can be identified.
- Evaluation of the presently existing legal and practical organisation of water management. Development of options for a more adequate water distribution, for adapted irrigation techniques, and for coping with future challenges. The possible effects of the developed solutions on the different water uses will be assessed.

Significance
The cooperation of specialists from different disciplines and universities will help to better understand the processes in the study region and to develop new knowledge in the field of water management. The collaboration with local and regional authorities and stakeholders will contribute to developing solutions that are practicable and acceptable, and that can be implemented in other regions.

Abstract

Water resources are of central importance to the prosperity and development of a society. However, climate change and socio-economic changes are bringing about pronounced changes in both water supply and water consumption. In future, critical areas might be e.g. inner alpine dry valleys like Valais in Switzerland or Inntal in Austria. The main objective of the proposed transdisciplinary study is to develop strategies moving towards more sustainable water resources management in the Crans-Montana-Sierre region (Valais), together with actors involved. The study will be based on in-depth evaluation of the impacts of the climate/environmental and socio-economic changes on water resources, and on a detailed survey of water use and of current water management systems at a regional scale. This objective will be addressed through three main research axes - water resources, water use, and socio-economic structure - on different temporal and spatial scales. The study region is situated in the driest part of Switzerland and has been subject to dynamic economic, tourism and urban development during the last decades. Water demand is growing and vulnerability to water stress is increasing. Due to the influence of multi-level social, economic and political institutions and the persistence of ancient management rules, water management is very complex. In this context, the expire date of the hydropower concession in 2037 will be a distinct breakpoint.The research project will be implemented through three work packages (WP) and one synthesis package (SP): "Evaluation of the water resources" (WP1), "Study of the water use systems and their interaction" (WP2), "Assessment of the socio-economic and institutional setting" (WP3), and "Water Management Options - Multifunctionality of the landscape in the context of hydrological, land use and institutional change" (Synthesis Package). Each work package will analyse the present system and develop scenarios for the future in the form of PhD theses. The year 2050 will be considered as a target for climatic scenarios, while the socio-economic scenarios will be built based on active consultation with a regional stakeholders support committee REG-AQUA. The WPs combine quantitative, qualitative and cartographic (GIS) methods and modelling. The project will identify strengths and vulnerabilities of the present system approaching water stress and - based on the concept of the multifunctionaliy of the landscape - will propose innovative solutions for a future sustainable water management in the Crans-Montana-Sierre region. The expected benefits are obvious for the local and cantonal authorities. The recommendations issued from this research project are expected to be used as guidelines for future management both at the regional and cantonal scales. A second stakeholder group TRANSFER will ensure the transfer of the project findings in comparable regions facing similar problems within Switzerland and beyond. The project will enhance the competence of inter-university collaboration and of inter- and transdisciplinary research both between the natural and social sciences as well as between research and practice. And it will help to create a platform enabling the integration of stakeholders beyond current fragmented settings as a prerequisite for a new integrated water demand management scheme.
