Abstract
This U4 brief is based on a study conducted in Uganda where the framework to assess governance of health systems developed under the SNF project "The Governance of Health Systems" was applied. This document discusses how mapping informal relations and networks can unveil substantial differences between formal and de facto attributions in the health sector. The mismatch between formal and informal power and influence relations often has substantial impact on performance and should be taken into account by donors in order to develop more impact effective interventions to strengthen health systems in low income countries.
