Abstract |
Im Rahmen des Schweizer Gemeindemonitorings werden seit 1988 der Zustand sowie die Entwicklung der Schweizer Gemeinden untersucht. Bei der Gesamterhebung stehen Fragen zur Leistungsfähigkeit, zu Reformen sowie zum politischen System im Vordergrund. Dazu werden die Schweizer Gemeindeschreiberinnen und Gemeindeschreiber sowie die Exekutivmitglieder in periodischen Abständen von rund 6 Jahren befragt. Diese Befragungen werden von der ZHAW in Zusammenarbeit mit dem IDHEAP Lausanne (bzw. Vorgängerinstitutionen) durchgeführt. Da die Befragung bereits zum sechsten Mal durchgeführt wurde, sind sowohl Quer- (einzelne Jahre) als auch Längsschnittanalysen (über die verschiedenen Datensätze hinweg) möglich.
The importance of local government for service provision, citizens’ participation and political stability is hardly questioned. It is also widely accepted that local governments have come under increasing pressure and that they have adopted a wide range of reform activities to cope with upcoming challenges. As of now, there is an impressive amount of literature about local government and its reforms and the scientific community treating with these questions is large and well organized. What is lacking, however, are more comparative oriented research activities and large scale empirical studies consolidating theoretical expectations.This research proposal attempts to seize the opportunities offered by different ongoing activities and research endeavors in the field which provide an excellent background for further in-depth research and PhD-theses. First, the COST action IS1207 “Local Public Sector Reforms: An International Comparison” (chaired by Prof. Sabine Kuhlmann and Prof. Geert Bouckaert) which actually unites 29 countries and in which the applicant and the co-applicant of this research proposal are members of the management board. Second, a research project funded by the State Secretariat for Education, Research and Innovation (SERI) which gathers the necessary data to participate in the joint research activities of the COST project and consists of a nationwide survey of the local secretaries of all Swiss municipalities (2324) as well as a nationwide survey of all members of the local executives in the country (about 14000). And thirdly, a project funded by the European Commission’ s Directorate General for Regional and Urban Policy to establish a local autonomy index for 39 countries which is conducted under the lead of the main applicant. The COST network is a unique possibility to gain a sound comparative insight and the already funded research activities will bring forward a great amount of data which cannot be used without additional research projects in form of PhD-theses.In order to take advantage of the situation outlined above the three PhD projects are closely linked to the structure of the COST action and the EU-commission project. The topics of the three projects are: (i) Local autonomy, (ii) Public management reforms, and (iii) Amalgamations. The main objectives are gaining an overview of local autonomy and reforms undertaken in Switzerland, to locate the Swiss case in a comparative perspective, and to know more about the causes and the effects. All three projects build upon previous research activities and are closely interlinked. Autonomy is a crucial characteristic of local government and in different ways related to the reforms of the politico-administrative system and territorial restructuring.We believe that Switzerland due to the small size of its municipalities, their far-reaching financial/fiscal autonomy, and the importance of direct democracy is an interesting case to add to the scientific debate. Furthermore, the results will be very interesting for politicians and practitioners on local level.Local government research has a long tradition in Switzerland, mainly through the regular monitoring of the most important challenges and reforms in Swiss municipalities. The international setting of the three PhD projects will make local government research in Switzerland even more visible.
