Der Kaukasus ist eine einzigartige Bergregion von ausgesprochener kultureller und natürlicher Vielfalt. Die Region ist gleichzeitig zahlreichen nationalen und grenzüberschreitenden Herausforderungen an die nachhaltige Entwicklung ausgesetzt, einschliesslich der Wasserbewirtschaftung im Kura-Araks Einzugsgebiet, der Natur- und Kulturdenkmalpflege, des Neu- und Ausbaus von Wasserkraftwerken sowie der sozioökonomischen Entwicklung. Um diesbezüglich das Problembewusstsein und die regionale Zusammenarbeit zu fördern, wurde unlängst das Scientific Network for the Caucasus Mountain Region (SNC-mt) gegründet.

Inhalt und Ziel des Projekts

Ziel des Projekts "Sustainable Caucasus" ist es, wissenschaftliche Institutionen im Kaukasus bei Ihren Modernisierungsbemühungen in Forschung und Lehre zu unterstützen, ihre Attraktivität und internationale Wettbewerbsstärke durch die Verbesserung der allgemeinen Rahmenbedingungen zu erhöhen, sowie Forschungsziele und -ergebnisse besser mit der Entwicklungszusammenarbeit in Einklang zu bringen.

Das Projekt ist in fünf Arbeitspakete unterteilt: (1) Netzwerkentwicklung, (2) wissenschaftliche Exzellenz, (3) Förderung von jungen Forscherinnen und Forschern, (4) Schnittstelle Wissenschaft-Politik-Praxis, und (5) Projektkoordination und technische Unterstützung. Projektergebnisse werden sich aus einer Reihe von Flagship-Aktivitäten ergeben, zum Beispiel der Schaffung einer online Informations- und Kooperationsplattform, der Entwicklung einer gemeinsamen, regionalen Forschungsagenda, der Organisierung einer regionalen Konferenz, der Durchführung einer PhD Summer School, und einer Machbarkeitsstudie für ein regionale Geodateninfrastruktur.

Wissenschaftlicher und gesellschaftlicher Kontext

Zwar gibt es eine lange Tradition der regionalen wissenschaftlichen Forschung im Kaukasus, die postsowjetische Übergangsphase wirkte sich jedoch negativ auf die Fähigkeit der wissenschaftlichen Einrichtungen aus, auf die wichtigsten Herausforderungen durch moderne Forschung und Lehre zu reagieren. Die Fragmentierung und Ausgrenzung von wissenschaftlichen Einrichtungen stehen in krassem Gegensatz zu den lokalen, regionalen und internationalen Bedürfnissen, die friedliche und nachhaltige Entwicklung der Berggebiete in dieser einzigartigen aber politisch instabilen Region der Welt zu stärken.

Abstract

The Sustainable Caucasus project brings together scientific institutions from all six Caucasus countries (Armenia, Azerbaijan, Georgia, Iran, Russian Federation, and Turkey) and follows the creation of the Scientific Network for the Caucasus Mountain Region (SNC-mt) in partnership with local and international partners such as the Centre for Regional Policy and Sustainable Development of the National Association of Local Authorities of Georgia, United Nations Environment Programme and the University of Geneva. With their initiative, scientists from the Caucasus are following in the tradition of mountain regions around the world, where scientific networks have emerged to promote and consolidate understanding of knowledge about a given mountain range and to help confront transnational challenges. The aims of the project are to support the scientific partner institutions in the Caucasus in their efforts to contribute to the structural development and modernization of research and teaching, increase their attractiveness and international competitiveness by improving basic overall conditions, and link research outcomes to development practice. Targeted work packages address networking development, scientific excellence, young scholar promotion, and the science-policy-practice interface; flagship activities include the establishment of an online information and collaboration platform, the collaborative development of a shared, regional research agenda, the organization of a PhD Summer School, and a feasibility assessment for a regional spatial data infrastructure.
