This Institutional Partnership Project of SCOPES takes the form of four scientifically well prepared two-days Seminaries bringing together PhD-students from Ukraine, ukranian practicionars in the field of urbain air pollution control policies, scientists from Switzerland specialised in policy impementation research and representatives of the city of Zürich and Amsterdan having successfully implemented traffic related clean air policies in their daily work.

Besides academic qualification works the result will be a set of policy recommendations for proactive implementation strategies covering mainly road traffic regulations, regulations on the vehicule maintenance, parking and public transportation infrastructure, the regulation of vehicule industry and regulations on the gazoline composition. The group will apply classical concepts of policy implementation (with a bottom-up methodology) and empirically study the situation in four ukranian cities (Kyiv, Odessa, Rivne and Uzhgorod. »

Abstract

The proposed Institutional Partnership is perfectly in line with mutual interests of the Swiss Graduate School for Public Administration and the Faculty of Law of the Taras Shevchenko National University of Kyiv. In fact, the SWOT analysis shows the willingness of the Kyiv Partner to open its teaching and research program towards European policy implementation considerations it is actually lacking whereas IDHEAP can easily offer this scientific discipline with the support of the SCOPES program. On the other hand IDHEAP must (and wants) become more international in order to fulfill its statutory mission (especially after its integration into the UNIL). This mutual interest is particularly pronounced in the field of environmental policy implementation analysis. The co-operation instrument will take the form of the institutionalized “Environmental Policy Implementation Seminary” dedicated (in the first phase covered by this proposal) to traffic related air quality policies.In a comprehensive annex the two applicants show the empirical feasibility of a pertinent application of the proposed conceptual and methodological framework within the five main sub-policies. These are road traffic regulations, regulations on the vehicle maintenance, parking and public transportation infrastructure, the regulation of vehicle industry and regulations on the gasoil composition. These analyses dealt with by the Seminary’s’ participants should be conducted simultaneously in four Ukrainian cities, namely Kyiv, Odessa, Rivne and Uzhgorod. The Seminary will stepwise (and according to a bottom up approach) discuss empirical data concerning outputs, impacts and outcomes, action plans, the related administrative settings and the political administrative programs framing the policy production process. The aim is to identify (on a comparative basis including, besides the four Ukrainian cities also the - successful - cities of Zürich and Amsterdam - conditions for success and failure of policy implementation activities. The results shall be individual academic qualification works (Master and PhD theses) and policy recommendations presented during a public manifestation.
