Wir müssen wissen, wo und wann die neuen Seen entstehen, welches ihre Eigenschaften sind, wem sie gehören und wer für sie verantwortlich ist.

Hintergrund
Realistische Klimaszenarien gehen von weitgehend gletscherfrei werdenden Alpen im Verlauf des 21. Jahrhunderts aus. Im Hochgebirge schwinden die Gletscher bereits heute in schnellem Tempo. Dabei bilden sich zahlreiche neue Seen. Diese Seen können für den Tourismus attraktiv, für die Produktion von Strom aus Wasserkraft nützlich und für den Hochwasserschutz interessant sowie für den Landschafts- und Gewässerschutz wertvoll sein. Sie stellen aber auch eine ernstzunehmende Gefahr dar, weil die Stabilität ihrer Umgebung abnimmt. Einen Umgang zu finden mit dieser Kombination von Möglichkeiten und Gefahren, ist sowohl eine wissenschaftliche als auch eine wirtschaftliche und politische Herausforderung.  

Ziel
Es werden Grundlagen geschaffen, um Chancen und Risiken im Umgang mit den neuen Seen für die Zukunft abzuschätzen. Bearbeitet werden Fragen zur Entgletscherung, zur Landschaftsentwicklung, zum Verhalten der Seen und zum Auftreten von Gefahren, wie Flutwellen oder Murgänge. Zudem werden wasserbauliche Aspekte, wie die Staukapazität und das Wasserkraftpotenzial der Seen, Schutzmassnahmen gegen Hochwasser sowie touristisch-ökonomische Aspekte untersucht. Im Gebiet des Grindelwaldgletschers oder des Berninamassivs beispielsweise wird untersucht, wie die neuen Seen wahrgenommen werden, welchen Mehrwert sie für den Tourismus haben, mit welchen Kosten gerechnet werden muss und welchen Nutzen sie bringen. Auch rechtliche Fragen zum Eigentum, zu den Verantwortlichkeiten oder der Haftung, zu den Wasserrechten sowie zum Gewässer- und Landschaftsschutz werden geklärt. Die Sichtweisen von politischen Behörden, Wasserkraftunternehmen sowie Natur- und Landschaftsschutzorganisationen werden mit Hilfe von Workshops integriert.

Bedeutung
Das Projekt schafft eine Basis für die optimierte, vielfältige und nachhaltige Nutzung der neuen Seen im Hochgebirge und zeigt mögliche Schutzmassnahmen auf. Es startet und erleichtert einen systematischen und langfristigen Planungsprozess. Dies ist besonders wichtig, weil die Konzessionen für die Stromproduktion aus der Wasserkraft in den kommenden Jahrzehnten ablaufen und erneuert werden müssen. Die Methoden und Ergebnisse des Projekts sollen auch für andere Gebirgsregionen zur Verfügung stehen.

Contexte
Des scénarios climatiques réalistes partent du principe que les glaciers disparaîtront dans les Alpes au cours du 21e siècle. En haute montagne, les glaciers se retirent déjà aujourd’hui très vite. Cela a pour conséquence la naissance de nombreux nouveaux lacs. Ces lacs peuvent se révéler attractifs pour le tourisme, utiles à la production d’énergie hydroélectrique, intéressants pour la protection contre les crues et importants pour la protection des eaux et du paysage. Mais ils représentent également un danger à prendre au sérieux, car la stabilité de leur environnement est moindre. La manière de réagir à cette combinaison de possibilités et de dangers représente un défi tant scientifique qu’économique et politique.

Le projet vise à développer des bases permettant d’estimer à l’avenir les chances et les risques associés à ces nouveaux lacs. Il traite des questions telles que la déglaciation, le développement du paysage, le comportement des lacs et l’apparition de dangers tels que crues soudaines ou coulées de boue. Il examine également des aspects d'ingénierie hydraulique tels que la capacité de retenue ou le potentiel hydrauliques des lacs, les mesures de protection contre les crues ainsi que des aspects touristiques et économiques.  Dans la région du glacier de Grindelwald ou du massif de la Bernina, par exemple, la perception des nouveaux lacs, la valeur ajoutée qu’ils représentent pour le tourisme, les coûts à en attendre et leur utilité sont examinés. Des questions juridiques concernant la propriété, les responsabilités et le droit des eaux ainsi que la protection du paysage et des eaux sont également à clarifier. Des ateliers permettront d’intégrer le point de vue des autorités politiques, des entreprises hydroélectriques et des organisations de protection du paysage et de la nature.

Portée
Le projet sert de base pour une utilisation optimalisée, diversifiée et durable des nouveaux lacs en haute montagne et met en évidence des mesures de protection potentielles. Il met en route et facilite un processus à long terme et systématique de planification. Ceci est particulièrement important, car les concessions de production d’énergie hydroélectrique arrivent à échéance et doivent être renouvelées dans les décennies qui viennent. Les méthodes et résultats du projet seront également mis à disposition d’autres régions de montagne.

Lakes as a consequence of melting glaciers: opportunities and risks. In the Alps, melting glaciers rapidly lead to the creation of new lakes. This entails new opportunities and risks. We need to know where and when new lakes are formed, what their properties are, whom they belong to and who is responsible for them.
Lay summary
Background
Realistic climate scenarios predict that glaciers will, to a large extent, disappear from the Alps during the 21st century. In high-mountain areas, glaciers are already rapidly disappearing today. This results in numerous new lakes which can be attractive for tourism, useful for the production of hydroelectric power, of interest for flood protection and valuable to landscape and water protection. However, because the stability of their environment is diminished, these lakes also constitute a hazard which needs to be taken seriously. Dealing with this combination of opportunities and risks is a scientific but also an economic and political challenge.

Aim
A foundation for the assessment of future opportunities and risks associated with the new lakes will be created. Questions such as deglaciation, landscape development, the behaviour of the lakes and the appearance of hazards such as flash floods and mudflows will be treated. Hydraulic engineering aspects such as storage capacity and hydroelectric potential of the lakes, protection measures against floods as well as tourist-economic aspects will also be examined. In the region of the Grindelwald glacier or the Bernina massif for example, the researchers will examine how the lakes are perceived, what enhanced value they might have for tourism, what costs are to be expected and what benefits these lakes might bring about. Legal questions pertaining to property, responsibility and liability as well as water rights and landscape and water protection will also be clarified. The views of political authorities, hydroelectric power companies as well as nature and landscape organizations will be integrated by means of workshops.

Significance
The project will build a basis for an optimized, diverse and sustainable use of new lakes in high mountain regions and will describe possible protective measures. It will launch and facilitate a systematic and long-term planning process. This is particularly important because the concessions for hydroelectric power production will expire in the coming decades and will need to be renewed. The methods and results from this project will also be made available to other mountainous regions.

Abstract

Glaciers in high mountain areas all over the world are shrinking at a fast and even accelerating rate. Realistic climate change scenarios include the possibility of almost complete deglaciation of the European Alps within the 21st century. As a consequence of such rapid changes in the water cycle and in landscape characteristics, numerous new lakes are forming in places where glaciers with over-deepened bed topography disappear. Such lakes can constitute an important attraction for tourism and hydropower production but potentially could also be a serious hazard due to their development in an increasingly destabilised environment. The proposed project aims at establishing a knowledge base for the future assessment and management of the corresponding potentials and threats. It is highly interdisciplinary in that it combines perspectives of geoscience (deglaciation, landscape evolution, lake characteristics, natural hazards) with hydraulic engineering (storage capacity, flood protection, ecological flow regimes) and economic and touristic perspectives (costs, benefits, perception, value added) within a juridical framework (properties, spatial planning and flood protection, responsibilities and liabilities, concessions, landscape protection). Moreover, it follows a trans-disciplinary approach by organising feedback and further input from important stakeholders (political authorities at the federal, cantonal and communal level, hydropower companies, nature and landscape protection associations, etc.). The primary goal is to initiate and streamline the planning process and provide a basis for optimized combinations of multipurpose usage and protective measures, especially in view of the concessions to hydropower production, which will have to be reconsidered and renewed in the coming decades.
