In enger Zusammenarbeit mit Partneruniversitäten in Entwicklungsländern verschie-dener Weltregionen untersucht dieses Projekt die kausalen Zusammenhänge zwischen Ungleichheit und Konflikt in strukturell schwachen multi-ethnischen Staaten.
Lay summary
Bürgerkriege fordern Tausende von Toten und verursachen Flüchtlingsströme und wirtschaftliche Krisen in zahlreichen Staaten der Welt. Nicht selten entstehen diese Konflikte aus politischen und wirtschaftlichen Ungleichheiten zwischen verschiedenen Gruppen in multi-ethnischen Staaten. In enger Zusammenarbeit mit ausgewählten Partnern in Entwicklungsländern – in Regionen, die selbst von solchen Konflikten betroffen sind – beleuchtet das Projekt die kausalen Zusammenhänge zwischen Ursache (ethnische Ungleichheit) und Wirkung (Konflikt) und versucht dabei auch, politikrelevantes Wissen darüber zu produzieren, wie solche Konflikte verhindert werden können. Zwei Faktoren stehen dabei im Zentrum: einerseits die Mobilisierungsprozesse ethnischer Gruppen, d.h. ihr politisches Handeln durch Organisationen wie politische Parteien und soziale Bewegungen, und andererseits staatliche Lösungsmöglichkeiten wie Machtteilung, Föderalismus etc. Das Projekt untersucht auch die Rolle der Verteilung der Kosten und Gewinne des Rohstoffabbaus in multi-ethnischen Gesellschaften. Unsere bisherigen Resultate zeigen, dass staatlich geförderter Rohstoffabbau die politische Mobilisierung von betroffenen ethnischen Gruppen provoziert. Wir finden allerdings auch klare Evidenz dafür, dass die Konsequenzen solcher ethnischer Mobilisierung von der historisch gebildeten Struktur der Gesellschaft abhängen. In hierarchischen Gesellschaften wie Lateinamerika haben ethnisch basierte Bewegungen zur politischen Emanzipation historisch unterdrückter indigener Gruppen beigetragen. Die Kommunikation der wissenschaftlichen Resultate sowohl an politische Entscheidungsträger in unseren Partnerländern als auch über die Medien an die Gesellschaft im Allgemeinen stellt ein wichtiger Bestandteil des Projektes dar.

Abstract

In cooperation with researchers in five different developing countries - in regions that are themselves affected by such conflicts -, this project examines the link between group-level inequality and ethnic conflict in fragile states. We aim to provide scientific knowledge to political actors to reduce exclusion and discrimination of ethnic groups and to mitigate its adverse consequences, especially with respect to conflict and political instability, thereby improving governance in these countries and their surrounding regions. Concretely, the project intends to improve existing measures of inequality, while paying closer attention to both subjectively perceived collective grievances and mobilization processes involving political organizations that represent ethnic groups. A key characteristic of this project is the refinement of global quantitative data with the local expertise of our partners.
