Right-wing extremism: Countermeasures and their evaluation

This project has two aims: to develop guidelines for the evaluation of measures against right-wing extremism and to provide information on what measures against rightwing extremism are effective.

Background
Whereas numerous isolated reports of experiences with one aspect or another of measures against rightwing extremism are available, systematic stocktaking and scientific evaluations of the measures are not. The project aims to improve this state of affairs by making available work instruments that will facilitate sound evaluations and also by providing information on what measures are the most effective at combating right-wing extremism.
The research project addresses the question of how measures against right-wing extremism can best be evaluated and what the most effective measures to counter right-wing extremism in Switzerland are.

Aims and methods
In a first step, information from existing evaluations of programmes against right-wing extremism in Switzerland and abroad will be collected. A meta-evaluation will be conducted to assess the quality of these studies, and their issue-related findings will be synthezised in an evaluation synthesis. Based on the information gained, a draft of the guidelines for evaluation will be drawn up.
The second step will be to create an inventory of measures in Switzerland against right-wing extremism. Experts will be surveyed to collect information on the success of these measures and to allow the selection of measures that are recognized generally to be effective.
Eight selected measures will be evaluated using the guidelines worked out in the earlier step.
Based on experiences with the eight evaluative case studies, the guidelines will then be revised. In addition, the findings on these cases, together with the results of the evaluation synthesis, will inform the drawing of conclusions as to the effectiveness of such measures.

Significance
There is no long tradition of countermeasures against right-wing extremism in Switzerland; evaluating measures of this kind is even newer. The project seeks to promote the evaluation of the measures based on findings from other fields and on international findings. Here the primary aid is the evaluation guidelines that have been developed and already tested in practice. The guidelines are intended to make it easier for actors involved with measures again right-wing extremism to access systematic, well-founded and meaningful evaluation.
The results of the project also provide information on specific countermeasures that have good chances of success. With this, the project is providing a basis for combating right-wing extremism more effectively.
